Background
The South Sudan Roads Authority (SSRA) was established by an Act of Parliament in July 2011 as a semiautonomous performance based organization. It is a body corporate, with perpetual succession and a common seal and logo. The Act provides for the establishment and governance of SSRA; structures and functions; and terms and conditions of service of employees. The Authority is supervised by an independent Board of Directors under the general supervision of the Minister responsible for Roads and Bridges.
This Strategic Plan will be the Authority’s first Strategic Plan and will focus on internal institutional development as well as laying the foundation for an efficient and effective road development and maintenance program for the coming five years. The planned program has taken into account the challenges faced by a new institution in a young country. It is a realistic and sustainable plan for the first five years of the Authority, given the challenges in terms of financial and human resources, and institutional capacity constraints.
