The Minister responsible for Roads and Bridges has oversight political responsibility over the Authority. The Executive Director will prepare and agree an annual Performance Agreement with the Minister. The Performance Agreement will be in the form of a Memorandum of Understanding with respect to the
management by the Authority of the National Road Network for which the Authority is responsible, and shall include all activities that are necessary to develop and maintain the national roads in a satisfactory state.
The performance agreement shall describe the key outputs that the Authority shall achieve in any financial year and the key outputs shall be defined in terms of performance indicators and targets. The Minister will regularly request an independent audit report on the implementation of the performance agreement. With the establishment and full operationalization of the Roads Authority, the sector Ministry will gradually withdraw from the direct management of roads, to the role of a policy making, regulation and monitoring, and setting standards.
