Directorate of Road Maintenance
This Directorate is responsible for maintenance of roads under the jurisdiction of SSRA. This Directorate will in liaison with the Planning Directorate, maintain a databank on all roads, which will be used to prepare 5 maintenance plans for routine and periodic maintenance of the network. In general, road maintenance activities can be broken into three categories:
Routine works. These are works that are undertaken each year that are funded from the recurrent budget. Activities can be grouped into cyclic and reactive works types.
Periodic works. These include activities undertaken at intervals of several years to preserve the structural integrity of the road, or to enable the road to carry increased axle loadings. The category normally excludes those works that change the geometry of a road by widening or realignment.
Special works. These are activities whose need cannot be estimated with any certainty in advance.
These activities include emergency works to repair landslides and washouts that result in the road being cut or made impassable.
The Directorate will prepare bid documents for maintenance contracts in accordance with the established standards, participate in evaluation of maintenance contracts and conduct quality assessment of contracted out works.
The Directorate of Road Maintenance will be charged with the responsibility of conducting road condition assessments/surveys, bridge inspections, determining the scope of work to be contracted out and supervising the contractors.
