Objectives
The key objective of the Authority is to effectively and efficiently manage, develop, rehabilitate and maintain
the national road network of South Sudan, which is described in the Act as comprising of:
i) All interstate and International roads; and
ii) Roads in war-affected areas.
In pursuance of this key objective the functions of the Authority will be:
i) To contract, construct, upgrade, rehabilitate and maintain roads under its control;
ii) To control interstate and international roads, and road reserves and control access to road
side developments;
iii) To implement road policies in relation to interstate and international roads;
iv) To ensure adherence by motorists to the rules and guidelines on axle load control prescribed
under the Traffic law and under any regulations under the SSRA Act;
v) To ensure the quality of road works in accordance with South Sudan Standard Technical
Specifications and such standards as may be defined by the Ministry responsible for roads;
vi) To collaborate with the Ministry of Roads and Bridges, the Ministry responsible for wildlife
and the South Sudan Police Service, for the management of traffic on interstate and
international roads and issues related to road safety;
vii) To collect all such data related to the use of interstate and international roads as may be
necessary for efficient forward planning under the SSRA Act;
viii) To monitor and evaluate the use of interstate and international roads;
ix) To plan the development and maintenance of interstate and international roads;
x) To advise the Minister responsible for roads on all issues relating to interstate and
international roads; and
xi) To prepare the annual road work programmes for all interstate and international roads
